Nigeria–China Maritime Strategy to Unlock $2 Billion Shipping Investment

The Nigeria–China Maritime Strategy is set to unlock over $2 billion in shipping investment, boost indigenous vessel ownership, and position Nigeria as a maritime hub in West Africa. The initiative was formally presented to the Minister of Marine and Blue Economy, Adegboyega Oyetola, at the ministry headquarters in Abuja.

This partnership between the Nigeria-China Strategic Partnership (NCSP) and the Global Investment Advisory Community (GIAC), through Anabel Capital, will accelerate local participation in shipping. The Nigeria–China Maritime Strategy aims to capitalise on Nigerian-owned shipping firms by linking them with Chinese shipyards, chartering companies, and financial institutions.

The strategy outlines major financial commitments, including $2 billion for vessel acquisition, $20 billion in freight contracts for Nigerian operators, $200 million for maritime training, and $50 million for modern training vessels.

It is expected to create over 2,000 new maritime jobs annually and train 25,000 globally certified Nigerian seafarers. The plan also aims to build a sustainable shipping ecosystem driven by Nigerian interests.

Minister Oyetola described the Nigeria–China Maritime Strategy as a major step toward reforming the sector. He emphasised the need for indigenous control of commercial vessels and greater public-private partnerships to drive growth in the marine economy.

Top officials present at the meeting included the Permanent Secretary of the Ministry, Mr. Olufemi Oloruntola; NIWA MD, Mr. Munirudeen Bola Oyebamiji; NCSP DG, Mr. Joseph Tegbe; Anabel Capital MD, Dr. Nicholas Okoye; and NCSP Project Manager, Ms. Lela Omo-Ikirodah.

This strategy forms part of broader efforts to transform diplomatic ties into real economic benefits under President Bola Ahmed Tinubu’s Renewed Hope Agenda.

The Nigeria–China Maritime Strategy highlights the country’s move toward becoming a leading shipping hub in the region and sets the tone for deeper maritime cooperation between the two nations.
