A critical week awaits the House of Representatives as lawmakers debate President Bola Tinubu’s $2.2m (N1.77tn) external loan request to address the N9.7tn deficit in the 2024 budget.
This request, already approved by the Senate, has sparked intense discussions in the House, with opposition lawmakers raising concerns about Nigeria’s mounting debt burden.
Deputy Spokesperson of the House, Philip Agbese, expressed confidence in the approval process, citing the Tinubu administration’s prudent fiscal policies. Agbese, who doubles as Deputy Chairman of the Committee on Media and Publicity, stated:
“The Tinubu-led government has been prudent with our resources. We will approve the loan request without hesitation, provided it is geared toward capital projects.”
Furthermore, Agbese added that the relevant standing committees have already begun scrutinizing the loan request to ensure transparency and adherence to proper legislative procedures.
The Minority Caucus, led by Kingsley Chinda, has warned that borrowing should not be the government’s first resort. Chinda emphasized the need for clear repayment plans and detailed explanations of how the funds will be utilized. He said:
“Borrowing should be the last option. What efforts have been made to raise funds without borrowing? Is this loan absolutely necessary?”
Meanwhile, Chinda stressed that failure to justify the loan could exacerbate Nigeria’s already overwhelming debt burden, which stands at N136tn.
Key Arguments from Both Sides
- Proponents of the Loan:
- Agbese and other ruling party lawmakers argue that the loan is necessary to fund critical infrastructure projects, including roads, education, health, and agriculture.
- APC lawmakers believe that these investments will stimulate the economy and justify the borrowing.
- Opponents of the Loan:
- The opposition insists on thorough scrutiny, highlighting concerns about mismanagement and the rising debt burden.
- Chinda and his caucus argue for alternative funding strategies before resorting to loans.
Governors’ Changing Stance on Tax Reforms
Reacting to reports of some state governors softening their stance on Tinubu’s tax reform bill, Agbese commended the parliament’s resilience in driving reforms beneficial to Nigerians.
He noted:
“The House of Representatives has shown patriotism above personal interest. The leadership of Rt. Hon. Tajudeen Abass is commendable for setting a new legislative standard.”
Also With Nigeria’s public debt growing, the House of Representatives faces a critical decision on the loan request. Lawmakers on both sides agree on the importance of capital investments but differ on the urgency and execution of borrowing strategies.
