The Federal Government has approved the construction of a modular refinery in Abia State, marking a significant step toward industrialization and economic growth. The refinery will be developed by H.I.S. Refinery and Petrochemical Company Limited and will be located within the Abia Industrial and Innovation Park (AIIP) in Owaza, Ukwa West LGA. Governor Alex Otti made the announcement during the flag-off of the reconstruction of the 11.1km Obehie-Umudibia-Owaza road. Speaking at the event, he emphasized the economic benefits of the road and refinery project, stating that they would revitalize the region’s industrial potential.

Addressing the Ukwa people, Governor Otti reaffirmed his commitment to ending years of neglect in the oil-rich region. He promised that the AIIP, alongside the new refinery, would create jobs, attract investments, and improve infrastructure. He stated that the project is not just about access roads but about reviving dormant economic assets and creating new opportunities. He assured that the abia modular refinery would accelerate the socio-economic transformation of the area.

Governor Otti also pledged to restore electricity in Asa land before the end of the month, provide portable water under the state’s water emergency plan, and reconstruct the Umuzike–Obokwe–Ngwaiyiekwe road, which has been approved in the 2025 budget.

Various leaders and stakeholders, including lawmakers, commissioners, and community representatives, lauded Otti’s transformational leadership. Many opposition politicians in Ukwa declared their support for the Governor, citing his unmatched development strides. The Abia State Oil Producing Areas Development Commission (ASOPADEC), NDDC, and other agencies are expected to collaborate in furthering development initiatives in the region.

The Obehie-Umudibia-Owaza road, described as the gateway to the Abia Industrial and Innovation Park, is expected to be completed within 12 months and will facilitate economic activities, job creation, and industrial expansion.
